What should “pause the campaign” mean operationally?

Define the scope of a pause: new scheduling, pending jobs, currently executing work or all of them. Record the request time and the jobs that were already beyond the cancellable boundary. A label on a dashboard does not itself establish which actions stopped.

Use the actual capabilities of the publishing system and verify the resulting state. Tell the requester what is paused and what could still complete. Resume from that confirmed state rather than blindly replaying everything that was queued before the pause.
