A generation failed. Should the workflow consume another credit automatically?

First establish the provider outcome and the product’s explicit billing rule. A retry policy, a customer-credit policy and a provider charge are separate concerns. Do not infer one from another or silently debit the user again because retrying is technically easy.

Preserve a stable operation identity and show the unresolved state. Before launching a paid tool, define what counts as a billable unit, how failed attempts are handled and which retries require confirmation. Those rules belong in the product design, not only in exception-handling code.
